on earth在句中為強調性副詞片語, 通常置於疑問詞 (what、who、where...) 之後, 中文譯為『到底、究竟』。

(你到底在做什麼?)
Who is he?
(他是誰?)
→Who on earth is he?
= Who in the world is he?
(他究竟是誰?)
